I’m Scott Bradley, a Manchester‑based railway engineer and senior leadership professional. I specialise in permanent way engineering, On‑Track Machinery (OTM) and the operational, technical and strategic challenges that shape today’s rail infrastructure sector, with specialist skills in operations management and contract delivery supported by extensive experience in bid writing and technical authoring.

With more than 17 years’ experience across major rail organisations including Loram, Balfour Beatty, Colas Rail, Ricardo Rail and TÜV Rheinland, my background spans the full breadth of semi‑automatic permanent way rehabilitation and railway plant operations. My work covers tamping, regulating, grinding, ballast cleaning and automated track renewal, alongside national fleet management, operational leadership and detailed engineering compliance and assurance.

I have delivered projects across the UK, North America, Malaysia, France, Germany and Austria, working with world‑leading manufacturers such as Loram, Hasrco, Plasser & Theurer, Linsinger, Matisa, Robel, Framafer and Speno. In addition to project delivery and operational roles, I regularly provide specialist advisory input to investors and industry stakeholders via expert platforms including GLG, Capvision and similar networks, offering independent insight into OTM operations, asset strategy and the permanent way market. My work, including notable projects and musings have been published in most current railway publications including Rail, Modern Railways, Today’s Railways and of course – Rail Infrastructure Magazine.

My experience also includes acting as a Lenders’ Monetary Advisor for funding bodies associated with the European Regional Development Fund, reviewing investment cases, assessing operational and financial risks and providing independent technical and commercial guidance to support funding decisions.
